THE RAJAHMUDA DALGAN CLAN REUNION (Republished)


 
The Rajahmuda Dalgan (Rajahmuda Sa Tabungao) Bin Sultan Bangon Sa Didagen Bin Sultan Maitem (Sultan Maguindanao-Datu na T'lo A Inged) Clan of the Sultanate of Rajah Buayan Darussalam conducted the 1st Grand Reunion last April 8-11, 2009 at the residence of His Highness Rajah Buayan Sa Buayan Silongan II, Datu Namla Dalanda Dalgan with a theme: "Kagkilalay, kadsupega nu Papagaliya, endo kaaden na atulan nu kadsusuled".,- meaning , acquintances, family closeness and unity, and adoption of relationship mechanism. The 19 sons and daughters of Rajahmuda Dalgan were represented during the activity. The sons and daughters are as follows: Bai Mananalen, Rajah Alam Pendatun, Bai Maputi A Laga, Bai Sinibai, Datu B'lolot, Datu Malang, Datu Agong, Datu Lumenda, Datu Badal, Datu Saliento, Datu Laguiab, Datu Inidal, Bai Sinalong, Bai Kabiba, Bai Mabay, Datu Kulikot, Bai Matampiles, Datu Sabal and Bai Lampana. The activity was a first in kind with the clan members, then happy about the initiative of the only living great leader and datu among the clan, Rajah Buayan Sa Buayan Datu Namla Dalgan. 

The initiative was jointly supported and led by Sultan Norodin Dalgan Utto - Sultan Sa Didagen; Sultan Engr. Alonto Dalgan Sultan - Sultan Sa Bangsa Igantan, Dr. Pendatun Balimbingan Alon Dalgan Pangadil - Midted Sa Inged Sa Buayan with the representatives of the sons and daughters of Rajahmuda Sa Tabungao. 

Inspired by the affairs and scenarios, after the opening program, family representatives were given privileges to respond the messages of speakers and introduced the family members. They openly expressed their feelings and enthusiasm on the great and very memorable event.

The Alliance of Bangsamoro for Peace and Sustainable Development, Inc. supported the activity as part of their initiative for peace and development in Mindanao particularly the conflict-affected communities in Mindanao. Further, this is in one way or another a tool for their main program on economic/livelihood program in the Bangsamoro homeland. (Dr. Pendatun A. Pangadil)

ABPSD CENTRAL DISTRICT COCO PLANTING ACTIVITY



The Alliance of Bangsamoro for Peace and Sustainable Development, Incorporated - Central District, covering the Municipalities of Sultan Mastura, Sultan Kudarat, Datu Blah Sinsuat and Cotabato City is launching the planting of coconut seedlings in their respective area coverage. As a convergence of community-based organizations in this part of the region, they established the ABPSD Central District Coco Nurseries five (5) months ago in Barangay Tawirin, Sultan Mastura and Barangay Gang, Sultan Kudarat, all in the Province of Maguindanao. The activity is a part of the mother organization engagement with the Coconut Industry Investment Fund (CIIF) of the Department of Agriculture (DA).

Initially, the ABPSD
Central District Management with the leadership of Butocan A. Barodi, the present Acting District Chairman had distributed at-least 1,000 seedlings to the members of member organizations in the Municipality of Sultan Mastura and Sultan Kudarat. The distribution is still on going, looking for further development as the project is going on.

OVERVIEW

The Alliance of Bangsamoro for Peace and Sustainable Development, Incorporated as umbrella organization of more or less 120 organizations in Mindanao, identified as local NGO’s, PO’s and Cooperatives is comprehensively addressing the needs of members, member organizations and their communities. From these, the organization adopted programs believed relevant to the aspirations of stakeholders in communities. Other than the regular ABPSD program, it adopted a special program, entitled: AWID–Actions Worthwhile for Integrated Development. In manifestation, the organization has delved in areas of livelihood development. As the case of coco farm development, it adopted and implemented the “Ligawasan Coconut Development Program”, in partnership with CIIF–CFDP and established eight (8) coconut nurseries in Maguindanao and Cotabato Provinces and in placed 100,000 coco seedlings and later distributed to coco farmers in the above-named provinces.

  Side by side with LCDP implementation, the “Community Vegetables Development Program” (CVDP) was in placed through the ABPSD Partnership in Agriculture for Development and presently focused its operation in the Iranun District (Parang, Barira, Matanog, Buldon, Kapatagan & Balabagan), and the “Support Program on Grains Production” (SPGP) which was initially started in partnership with the “Biyayang Palay Program” of Congressman Semion A. Datumanong for farmers in Maguindanao. Further, the conceptualization processes are still on the way for other field of intervention, as cases of “Coffee Production (Industry) Development” for ABPSD-Biwang District with Palimbang, Sultan Kudarat areas and “Peanuts Production (Industry) Development” in the Bangsamoro homeland.

 The organization is continuously moving on addressing the needs and aspirations of stakeholders, which actions are usually patterned on scenarios transpired and results of discussions between and among the members, member organizations and communities.  With the efforts exerted by the ABPSD Partnership in Ecological Governance for Development and the substantial information obtained from the localities (local, national and globally), the organization decided a program entitled: “Alliance of Bangsamoro for Peace and Sustainable Development – Socio-Economic and Environmental Development” Program (ABPSD-SEED Program).


THEORIETICAL FRAMEWORK

Development per se is the essence of existence and reasons for the creation in wider range of realities, fashioned by the attributes of valuing identity, relationship and sacramental (desired) process of existence in the provided venue of manifesting the desired norms. The identified levels of values are correlative that one shall exist with the existence of others. It means a universal mechanism, scheme and approach shall deem necessary for life manifestation. Further, all initiatives shall need to be guided by this philosophy.
“Man as vicegerent of Almighty God possesses the attributes, which serve as tools in actualizing the Will of God. As special creature, he is bestowed with those attributes, entrusted of mission in his earth surface journey; hence development is his prime duties and responsibilities. In this context, he is undoubtedly the agent and ends for development. Therefore, he must be actualized. By nature, man possesses the soul, body and intellect. Combination of these three aspects made him distinct from other creatures. Having the soul and intellect made him rational and body led him growing that brought him the necessity of taking materials for his survival. With these, there is always a need for a process. As such, it is significant that along man’s nature are institutions that can provide the patterns of deeds appropriate for people’s emancipation from the bondage of evil, the unscrupulous and tedious acts that enhance humanitarian and environmental devastation. Thus, dimensions necessarily given attention in development programs are as follows: Morality, Culture, Polity and Economy, then, in the larger essence are the environment.”

Productivity as prime mission of movement for development is always taking into consideration the moral, cultural, economic and political aspects of it, as it will be comprehensively addressed with universality, if possible within the cooperative and coordinative mechanism of without sacrificing the existence of certain creature. Hence, it is logical that by all means man has to maximize utilization of the God-Given special wealth, the intellect and the material wealth that surrounded him with appropriate care for survival, sustainability and development.


GUIDING PRINCIPLES

Guided by the above-stated philosophy, the Alliance of Bangsamoro for Peace and Sustainable Development, Incorporated is moving forward with guidelines and guidance. As to this program, the following statements below are guiding principles:

1.  Unification of direction in a democratic process, fashioned by sectors’ participation in all ethos of community development, govern by truthfulness and belongingness;

2.  Utilization of God-Given resources across all social ethos in the fields of development for productivity with the spirit of desirable morality and continuity of the existence;

3. Acting morally, legally and realistically in cross cutting scenarios, basically along the desired attributes for humanitarian and Godly services;  and

4.  Bearing that the environment is a venue provided for man and continuity of existence and habitation for production and survival while on journey;   


GOALS AND OBJECTIVES

Generally, the program aims at building local development mechanisms on proper human and natural resources utilization for tri-partite productive endeavors of sustaining existence and desirable environmental conditions. Specifically, the program has the following objectives:

* To draw profiles of barangays, municipalities, provinces and even regions on the utilization of human and natural resources for economic development initiatives and its ecological governance programs;

*  To enhance awareness of stakeholders on proper utilization of human and natural resources for productive endeavors, addressing human security and environmental conservation, rehabilitation, protection and sustainability;

*  To establish a social mechanism that fit to the needs of stakeholders with the presence of oriented and committed personalities, playing in an environment of peace and sustainable development;

*  To support technically and if possible materially the livelihood development endeavors of constituents / stakeholders in manner not in contrary with accepted norms, practices and policies and above-all the sensitivity of the people; and

* To enhance and even establish a network mechanism as cases of livelihood production and products marketing of assuring sustainability of stakeholders’ development endeavors;


EXPECTED OUTPUTS

*  Documented profiles of barangays, municipalities, provinces and regions on human and natural resources utilization for economic development and ecological governance;

* Conducted and documented media programs advocating proper utilization of resources (human and natural) for social and  economic development with emphasis of sustainable environmental management along appropriate ecological governance;

* Convergence of stakeholders either in individualistic, groups and institutional manner, for the information drive activities on human and natural resources utilization including the environmental management and ecological governance;

* Institutionalized stakeholders for productive activities relative to human and natural resources utilization and initiatives for sustainable environmental management and proper ecological governance;

*   Capacitated and well oriented individuals, groups and organizations (small & large) on managerial and technical skills on proper human and natural resources utilization with proper environmental management and ecological governance;

* Established functional networks on agricultural production and peoples’ enterprises with the value of sustainable environmental management and proper ecological governance;


EXPECTED IMPACTS AND OUTCOMES

*  Presence and available documents (profiles) of barangays, municipalities, provinces and even regions on the human and natural resources utilization and programs for sustainable environmental management with proper ecological governance;

* Presence of social norms on appropriate and proper utilization of human and natural resources coupled with economic productivity environment, governed by sustainable ecological governance;

* Presence of active and functional social institutions for economic development of the localities including the proper management on environment;

* Adoption of relevant programs and policies in all levels of Local Government Units in Central Mindanao on socio-economic development with relevance on sustainable environment and ecological governance;  

STRATEGIES

(1)  Awareness Setting & Psychological Formation (ASPF)

Human being as gifted with intellect, possessing critical minds to perceive things, including even the immaterial others, is a manifestation of uniqueness. As such, he/she is characterized as “Wiseman” (Homo sapiens), who shall need to be provided a venue of using the faculties of mind or intellect along the journey of manifesting existence. For the faculties of mind to be worth functioning, it shall delve accordingly with an experiential environment and challenging scenarios wherein the gifted knowledge shall be exposed. The exposure mechanisms shall possess more desirable norms of conditioning the minds of individuals, groups and even institutions. For these, the following activities shall be adopted:

       (a) Media Programs – the utilization of tri-media as tools for information dissemination, such as (i) Broadcast Radio Program, (ii)Print media in the form of newsletters, journals, brochures, leaflets and others, and (iii) Television;

            (b) “Face-to-Face” interactions – the activities for this level of advocacy and promotions shall be in the following: (i) Forum, (ii) Symposiums, (iii) Dialogues, (iv) Conferences, and (v) Other Forms of Fora.

Understandably, that in the long run the Alliance of Bangsamoro for Peace and Sustainable Development, Incorporated would establish an institutionalized mechanism for the like purpose and further establish a structure pursuing the program and its enhancement, to be handled by ABPSD-Partnership in Education for Development. Further, appropriate and more relevant curriculum or modules shall be formulated addressing the following:

(a)  Human Resources Development,
(b) Utilization of Natural Resources for Productive Living and Friendly  Environmental   Management,
(c) Ecological Governance with Emphasis on Policy Formulation and Acculturation, and
(d) Others.



(2) Structure Setting & Capacity Building Formation (SSCB)

The SSCB Formation as ABPSD strategy of mobilizing stakeholders to productive environment is a collective mechanism of setting beneficiaries structurally with attitudinal foundations, includes the tripartite people, the Local Government Units, Business Sector and the Civil Society. This is actually an organizing activity covering different levels such as on motivational aspect, it consists of conferences / forum / dialogues and meetings, brainstorming the needs to be addressed and earlier obtain the initial steps and activities to be undertaken. Further, the organizational (institutional) development activity shall follow, providing among others the directions of their convergence. In this way, the structure of the individuals, groups, and institutions is being set, hence series of conferences shall deem necessary to further strengthen the just organized social and physical structure.

Thereafter, the group(s) is expected of further enhancement, for the organized social and physical structures to be functional, then, series of capacity building activities shall be conducted for skills development, either classified as (1) Managerial Skills, and (2) Technical Skills. Both the two types of skills are imperative for any organization and institution to be functional and operational. The managerial skills are significant for running the affairs of the organization/institution, while the technical skills are significant in the documentation and production of the organization businesses.

(3) Rural Enterprises & Agricultural Development (READ) 

 Activities on enterprises and agricultural development are inherent scenarios in the localities and prevalently occurring in rural communities, however, there are no substantial measures had been adopted. There are no clear direction or purposes of its occurrence, which means no concrete, comprehensive and well designed activities available at hand on the rural enterprises and agricultural development. With that, it is always a tongue of everybody, the problem of poverty, issues of conflicts, misrepresentation of governance, discrimination, illiteracy, health services and other form of social services.

In tackling the like issues, the program will assist the communities with the participation of the tripartite groups in formulating rural development scheme in community entrepreneurship and agricultural development, as it was already started and piloted in the implementation of ABPSD-Ligawasan Coconut Development Program in Sultan Sa Barongis, Maguindanao and ABPSD-Community Vegetable Development Program in the ABPSD Iranun District. Rural enterprises and agricultural development will be undertaken by utilization of “Participatory Approach” and “Constructive Partnership”.

(4)  Networks Formation (Net)

Understandably, development is not just an individual responsibility, nor a group and a certain institution; however it would be a collective responsibility of all sectors that happened stakeholders for any initiative. In this respect, it is perceived that all sectors must have concerns on all development initiatives, as collectively described in the following: (1) Government, (2) Business Sectors, and (3) Civil Society. Linkages, Partnerships and Networking are described in many categories, as cases of the following: Production Linkages, Institutional Linkages, Enterprises Linkages and Services Linkages.

At initial stage, the ABPSD, Incorporated through the ABPSD-Partnership in Ecological Governance for Development shall initiate activities in cooperation and coordination with the other partnership offices, the starting activities of obtaining and gaining linkages, partnerships and networks, if possible for all levels and categories of the activities. Then, afterwards the ABPSD, Incorporated shall provide technical support and if possible including some material others.

(5) Research and Documentation (RD)

In order to obtain necessary information and data for target communities, municipalities, provinces and regions, research and documentation is included as strategy for ABPSD-SEED Program. Activities included for this component are the following: (a) Profiling activities for target communities, municipalities and provinces, (b) Research works on status of skills in the communities, municipalities and provinces, (c) Research works on identifying natural resources available in the localities including its present status, (d) Documentation on status of industries in the localities.

Documented materials about the localities, municipalities, provinces and even the region will serve as basis for development initiatives, further describes the needs of the stakeholders and communities. It shall provide also the information on the statistical conditions of barangays, municipalities, provinces and the regions.


PROGRAM MANAGEMENT

In general, the program will be managed by the ABPSD - Project Management Office with the authority provided by the Board of Trustees. Technically, the program will be under the management of the ABPSD–Partnership in Ecological Governance for Development in cooperation and coordination of other partnership offices. The Technical Offices which shall be the think tank of organization shall provide support to ABPSD–PEGD.

In the full program operation, the ABPSD-Partnership in Ecological Governance for Development shall be entrusted of the technical operation and assigned one from them the “Program Coordinator”. Under the Office of the Program Coordinator shall be sub-offices for its component programs, given as: (a) Program Officer on Awareness Setting and Psychological Formation, (b) Program Officer on Structure Setting and Capacity Building Formation, (c) Program Officer on Rural Enterprises and Agricultural Development, (d) Program Officer on Networking Formation, and (e) Program Officer on Research and Documentation. All the above-identified positions and offices shall serve as the secretariat of the program, which all the activities undertaken shall be subject to the approval of the Board of Trustees.

ABPSD EXEC ATTENDED KFI BOARD MEETING

The ABPSD CEO, Dr. Pendatun Alon Pangadil, being a member of the Board of Trustees of the Kadtuntaya Foundation, Incorporated (KFI) held May 10, 2009 at the Conference Room of the KFI Community Training and Resource Center in Cotabato City. There are six (6) members of the board who attended with the Executive Director Guiamil M. Alim as ex-officio member, who had just returned from medication in Manila and the Secretariat. The meeting was called, supposed to be conducted last January 2009, however it was canceled due to unavoidable circumstances that traversed the KFI environment, then proceed this time with several things to be decided.

Furtherance of the KFI programs was discussed and duly digested, where the project management office seek the approval of the board, hence the members of the board had no objections to the proposed activities of the foundation. Similarly, they also discussed continuity of the previous programs and projects, funded from different sources , the international funding institutions. The meeting was smoothly conducted.

ABPSD - PAD Meeting for furtherance of CIIF Partnership

The ABPSD - Partnership on Agriculture for Development is conducting a special meeting today, May 8, 2009 at the ABPSD Conference / Session Hall purposely to discuss the possible mechanism addressing the organization partnership with the Coconut Industry Investment Fund (CIIF) of the Department of Agriculture (DA). The CIIF provided already the pledged inputs for the establishment of a Coconut Nursery at Sultan Sa Barongis, Maguindanao. ABPSD in placed the nursery and expanded to other municipalities, such as Datu Odin Sinsuat, Pandag, Sultan Kudarat, Sultan Mastura and Barira, all in Maguindanao Province, including 1 in Municipality of Pikit, Province of Cotabato.

Initially, the orgnization had already launched the planting activities for few sites, and furtherance of the activities, the ABPSD-PAD is having a meeting discussing among others the following: (a) Areas to be planted per municipality, (b) CB for the coconut growers, (c) Possibilities of intercropping activities, and (d) Adoption of mechanism for planting and management of the engagement by coming days, months and even years.

ABPSD FINALIZES A CONCEPT PAPER ON LIGUASAN MARSH INTERVENTION

The ABPSD-Partnership on Environmental Governance for Development had conducted series of small group meetings purposely to conceptualize possible intervention on the environmental management of the eco-systems in the Liguasan Marsh. Forester Sanggacala A. Abdula, the In-charge of the above-named technical office of the Alliance of Bangsamoro for Peace and Sustainable Development, Inc. went to the office of Dr. Pendatun A. Pangadil, the executive director of the organization last April 29, 2009 and discussed with him the possibilities of adopting interventions for the Liguasan (Ligawasan) Marsh. Indept discussion was transpired, where the profiling of the target communities is included as component of the activities to be undertaken.

The Liguasan Marsh is a body of water located in Central Mindanao, covering part of Region XII and ARMM. It played significant roles in the cultural development in the locality, where summing-up the processes of acculturation in the past centuries, resulted in the formation of the "Sultanate of Rajah Buayan Darussalam" and even the Sultanate of Maguindanao Darussalam". Therefore, it is important that the present generation must have to do something for the preservation and reconstruction of the eco-systems within the Liguasan Marsh.

Finally, after series of discussion the group agreed for the finalization of the concept paper on the "Reconstruction of Mt. Kabalukan, a component part of Liguasan Marsh for the conservation of biodiversity in the localities , renewal of the lost socio-cultural practices among the stakeholders including initiative for eco-tourism development". From these, the Project Management Office of the Alliance of Bangsamoro for Peace and Sustaianable Development, Inc. is seeking for supports.

ABPSD at Liguasan Marsh

The Alliance of Bangsamoro for Peace and Sustainable Development, Incorporated - Partnership on Trade and Industry for Development (ABPSD-PTID) with the ABPSD Northern Ligawasan District had jointly engaged with the local residents of Ligawasan in the Municipalities of SSB and Pagalungan, Maguindanao and Pikit in Cotabato Province. Other than the usual livelihood means of the stakeholders, they are collecting shells from the marsh as their secondary means of living. In order to extend help for the residents of the Ligawasan March the organization find ways to support them.

As part of development initiative, the ABPSD-PTID worked for the market door of such items / products and fortunately one of the contacts from Cebu City responded to the initiative. From that, the ABPSD-PTID started the activity for the collectors of shells, established and adopted initial mechanism for the entrepreneurship activities. The organization in-charge saw the significance of the program as it open the windows for partnership with other market. Then, it will be followed by a return transaction or bringing some items from Cebu City to Cotabato City and nearby provinces. Both the Ligawasan Marsh stakeholders and ABPSD-PTID are optimistic for further development of the engagement.

CCARE STRATEGIC PLANNING CONFERENCE

As furtherance of the Citizens Coalition for ARMM Electoral Reform (CCARE) existence, its officers and members of the Board of Trustees will be having a strategic planning conference in Zamboanga City, this coming May 1-4, 2009. Each province from the Autonomous Region in Muslim Mindanao will be represented in the activity. Significant issues will be discussed, where as an inputs to the activity, the member networks are conducting assessment survey to obtain necessary information and significant data to be presented in the conference.

The conference is generally aiming at the adoption of relevant programs for 5 to 10 years period, whereby starting to determine the development that transpired during the time when there was no CCARE yet and the presence of CCARE.

It is clearly observed that the present program of CCARE are the following: (a) Education and Information Campaign, (b) Capability Building, (c) Monitoring and Networking. All are focused on Election Reform in the Autonomous Region in Muslim Mindanao.


Further, the activity is expecting to adopt plan of activities even beyond the elections 2010. (ABPSD'ers)
