ABPSD New Engagement

Just recently, the Alliance of Bangsamoro for Peace and Sustainable Development, Incorporated as presently lead organization of the Maguindanao Network of Organization (MAGNETO) and People's Coalition for ARMM Reform and Transformation (People's CART) had signed an engagement with the Asia Foundation (TAF) on the project entitled "CSO's Monitoring of Transition Investment Support Plan (TISP) Projects in the Autonomous Region in Muslim Mindanao. The project is a year activity to be undertaken in the Province of Maguindanao. Out of the 15 main member organizations of the MAGNETO, there will be ten (10) member organizations who will participate in the monitoring activities of the network.

MAGNETO is a network organization of the People's Coalition for ARMM Reform and Transformation in the Province of Maguindanao. There are also networks of organizations in the other 4 provinces of the ARMM, as the case of Tawi-Tawi with network lead by Tarbilang Foundation and had an engagement with the Asia Foundation and other provinces, such as Ulangig Foundation in Sulo.

The project will be including activities on the formation of the monitoring team, actual field monitoring activities, meeting with the TISP Project Management Office and Concerned Implementing Agencies and submit the result into public by conducting conference at a time the project will be nearly ending. In this project, it focuses on the 4 agencies of the government, such as: (1) DSWD, (2) DPWH, (3) DOH, and (4) DA.

The project was started last August 15, 2012 and will be ending by August 15, 2013.

Special Current Programs
AWID, a local Nagtanganen Term which means “Upholding” and “Managing”. Literally, it means “Actions Worthwhile for Integrated Development”.
AWID 1 - Awid Sa Kalilintad (Upholding Peace & Dev’t)
Actions relative to peace initiatives in the conflict-affected communities with emphases on conflict transformation, peace building and securities and Values Formation;
AWID 2 - Awid Sa Kauyagan (Upholding Livelihood)
Actions relative to livelihood enhancement with respect to sensitivities, if possible adoption of mechanism sustaining the value of being Bangsamoro, upgrading livelihood activities within the value of “HALAL”, and compassionately addressing their standard for a decent and productive living.
AWID 3 - Awid Sa Kaadatan (Upholding Culture)
Actions on sustaining, enhancing, innovating and advancing the culture and traditions of the Bangsamoro people of without sacrificing the sanctity of being a people and being in their own world.
AWID 4 - Awid Sa Kamagengedi (Upholding Governance and Humanity)
Actions on sustaining participative governance, bringing the value of justice, peace and love to humanity and society, respecting the value of existence, the creatures of the ALMIGHTY, if possible the spirit of the “Devine Law”, “Natural Law” and “Human Law” must prevail accordingly.
AWID 5 - Awid Sa Kapangagi (Upholding Education)
Actions with focus on adoption of educational mechanism/system relative to learners’ needs and upbringing the environment on education for all, and basically guided by the “Maxim”, “Educate the learners within their own World”.
EMERGING ISSUE-BASED PROGRAMS
1.       ABPSD – Community Vegetable Development Program
The regular issue-based program addressing food security and poverty eradication in conflict-affected areas / communities in Mindanao, particularly in Central Mindanao Region and ARMM.  
2.       ABPSD-Ligawasan Coconut Development Program
A regular issue-based program addressing livelihood advancement of coco-farmers with the following components: (a) Nursery Establishment, (b) Psychological Formation,  (c) Organizing and capacity Formation (d) Coco-Seedlings Distribution, (e) Fertilizers Distribution, (f) Establishment of small Coco- Farming Kiosks, and (g) Networking;
3.       ABPSD-Rights Assertions and Responsibilities Exhibitions
Primarily, a sectoral development initiative, providing a mechanism of learning and internalization of appropriate rights and corresponding responsibilities, usually undertaken integrated in implementation of other projects. From that, ABPSD adopted the program as issue-based activities in order to provide special attention for comprehensive valuing of sector’s rights with corresponding responsibilities. 
4.       ABPSD Emergency Response and Preparedness Program (ABPSD-ERP).
The organization program on addressing emergencies resulted from natural and manmade calamities, by providing appropriate relief assistance both in form of foods and non-foods items, coupled with some activities that push for psycho-social debriefing and emotional rehabilitation. Part of the program is to provide the communities with information and activities that will bring preparedness for the coming of undesirable events in their localities; 
5.       ABPSD – Socio Economic and Environmental Development Program
A regular issue-based program addressing livelihood activities relative to ecological and environmental management which includes activities pertaining to education and information campaign, structure and capacity formation, provision of material supports for livelihood endeavors.
6.       ABPSD – Cereal Seeds Distribution  Program (ABPSD-CSDP)
A regular agricultural development intervention entrusted to ABPSD–Partnership on Agriculture for Development. It is an initiative for provision of material needs of farmers, hence along the provision of materials, the farmers are provided with technical assistance as case of CB activities.
7.       ABPSD Land Acquisition and Distribution Program (ABPSD-LADP)
An organization program, particularly entrusted to ABPSD-Partnership on Agrarian Reform for Development and ABPSD-Partnership on Rural and Urban Poor for Development in initiating for acquisition of lands subject on distribution for landless individuals both for farming and residential purposes. Thus, it will be coupled with resettlement and provision of technical and material support as seed capital for attaining equitable livelihood and decency of living.
8.       ABPSD – Rural & Urban Housing Development Program
The program is entrusted to ABPSD Partnership on Rural and Urban Poor for Development on lot distribution and construction of core shelter and low cost housing for rural and urban poor and includes the following: Profiling, Information and Education Campaign, Capability Building, Support to Livelihood Activities and other social services.
9.       ABPSD Resettlement and Housing Development Program (ABPSD-RHDP)
The organization program addressing the homeless rural and urban constituents by providing venues for resettlement, at-least owning a house for dwelling, with technical and logistical support as starting capital for livelihood endeavor.
10.    ABPSD-Community Entrepreneurship Development Program
A program entrusted to ABPSD Partnership on Trade and Industry for Development, initially addressing SME development in conflict-affected communities, usually integrated with other programs. The organization provides OD activities, capability formation and provision of small capital and materials for target clienteles.
11.    ABPSD-Bangsamoro Educational Development Program
A program entrusted to ABPSD Partnership on Education for Development, ABPSD Partnership on Youth Affairs for Development and ABPSD Partnership on Women Affairs for Development. Initially, it works on the establishment of MADARIS and District Educational and Learning Centers.
12.    ABPSD – Conflict Affected Communities Reconstruction and Rehabilitation Program
Started in 2005 on engagement with GoP-UNDP-EC IDP Program, covered comprehensive activities for IDP’s and communities’ rehabilitation in CAAM. ABPSD programmed it, including resettlement activities with emphasis on housing development, manifested by adopting ABPSD Housing Development Framework. It comprises integrated activities for resettlement, reconstruction and rehabilitation of IDP’s and communities. Further, the ABPSD identified areas for the rehabilitation of IDP’s from the acquired assets and identified areas in their respective districts, presently focused in Maguindanao, Lanao del Sur, Cotabato, Sultan Kudarat, Saranggani;
13.    ABPSD Human Rights and Responsible Governance Program (ABPSD-HRRGP)
The organization believed that the program is usually a cross-cutting activity with other organization programs; however there are instances that it would be conducted independently as need arises, as cases of documenting human rights violations and initiative for a change through policy promulgation.
14.    ABPSD Assessment, Research and Development Program (ABPSD-ARDP).
This is a regular main program of the organization, that are undertaken in the for networking, consortium and a mere organizational, usually focused on evaluation of programs and projects implemented, however it will be undertaking research work for livelihood, educational and form of services in the localities. It will also undertake activities even classified as regionally and nationally.
15.    ABPSD Constituency Building and Community Empowerment Program (CBCEP)
The organization synchronized program and activities entrusted to the ABPSD Partnership on Peace Initiatives for Development, usually undertaken in emergency cases particularly in conflict-affected communities.  However, the program is an inherent thrust of ABPSD & possesses cross-cutting activities for other programs.
16.    ABPSD Advocacy for Reform & Transformation -Governance (ABPSD-ARTGov.
The organization initiatives for governance reform and transformation from barangay level and if possible up to the national level. It consist of both behavioral and policy reforms including some level of transformation.

ACTIVITIES AND PROJECTS UNDERTAKEN (TRACK RECORDS)

(1)      The TAG Project of the Asia Foundation with MINCODE & KFI for CSO’s in Cotabato City, led the implementation of programs as lead organization of CCTAN on the project entitled: (1) Phase 1 – Harnessing CSO’s for TAG (April 2005-March 2006, and (2) Phase 2-Strengthening CSO’s for Transparent and Accountable Governance (April 2006-March 2007).

(2)      Conducted the Needs Assessment Forum for the Fruit Trees Planters /Farmers in Maguindanao with support of GEM 2, USAID, DAF–ARMM, DA–RFO XII and the Local Government of Cotabato City in September 2003;

(3)      Complementary partner of ARMM Business Council in partnership with the Department of Trade and Industry–ARMM, Department of Agriculture and Fisheries–ARMM, and Regional Board of Investment–ARMM on the advocacy of “Halal Industry and establishment of Regional Halal Certification Board in 2003 to 2004;

(4)      Participated in the initiative for the development of “Fruit Industry” in Maguindanao (2004-2006) with special participation of GEM-2 Program and Mindanao Fruit Federation (MinFruit);

(5)      ABPSD, Inc. had engaged CO activities in the formation of its districts, hence organized districts in Central Mindanao: (a) Biwang District; (b) East Ligawasan District; (c) Northern Ligawasan District, (d) Rajah Buayan District; (e) Iranun District, (e) Kablalan District, (f) Sultan District, (g) Central District, and (h) others as prerequisite organizing activities for the implemented projects;

(6)      Complementary partner of BDA in 2004 on the preparation of instrument for the needs assessment of target municipalities in CAA of Mindanao for the WB-MTF in the rehabilitation of the Conflict-Affected Areas in Mindanao. 

(7)      Complementary partner of Bangsamoro Development Agency (BDA) in 2004 for the implementation of “Model Farming” with the RRC Technology and initially implemented at Carmen, Cotabato.

(8)      Complementary partner of Bangsamoro Development Agency (BDA) in 2004 in framing Logical Framework initiated by MOVIMONDO Philippines in partnership with the BDA for the rehabilitation intervention in selected barangays of CAA in Central Mindanao;

(9)      Complementary partner of CBCS with support from the CODENGO in drafting Bangsamoro Federal Constitution and campaign for “Federalism”.

(13)   Conducted Medical and Dental Mission for the Barangays of Pandag, Lepak, Lower D’lag, Upper D’lag, Kabuling, Malangit and Kayupo in Buluan and Barangay Damalusay, Paglat, all in Maguindanao Province on August 21, 2005;

(14)   Assisted the 8 barangays stakeholders in the declaration of their barangays as “Peace Santuary” in 2005 (Lepak, Pandag, Kabuling, Malangit, Lower D’lag, Upper D’lag and Kayupo in Municipality of Buluan and Damalusay, Paglat, Maguindanao.

(15)   Implemented the Phase 2 of the IDP project, focused on the construction of Core Shelter for the IDP’s of Barangay Pandag, Buluan, Maguindanao, and construction of BHC for Brgy Masulot, SSB, Maguindanao (September 2005 to March  2006);

(16)   Conducted series of fora, group discussions and conferences on advocacy and education of the Urban Poor Sector in the City of Cotabato and municipalities from the Province of Maguindanao; (2005-Present)

(18)   As initial intervention, conducted Community Rehabilitation Planning Conferences for Brgy Tina and Bialong, Shariff Aguak, and Brgy Pusao, Mamasapano, Maguindanao on January 2006, funded by the GOP-UNDP-EC IDP Programme; (January to March 2006)

(54)   Conducted profiling for the appropriate agricultural production and identification of the agricultural products appropriate for inter cropping activities in furtherance of the engagement with Department of Agriculture thru the CIIF;

(55)   In partnership with the Coconut Industry Investment Fund (CIIF), the ABPSD, Incorporated established 8 coconut nurseries in Maguindanao and Cotabato Province and distributed 100,000 coconut seedlings to coconut farmers & planters;

(56)   In partnership with the Philippine Coconut Authority, Province of Maguindanao, Autonomous Region in Muslim Mindanao, distributed an additional 10,000 coconut seedlings and other farm inputs for coconut farmers of Maguindanao;

(57)   As furtherance of the coconut seedlings distribution, the ABPSD, Incorporated continuously growing seedlings for distribution from the 30 percent of the coconut seeds harvested from their established coco farm in their districts;

(58)   In consortium with the Development Consultants, Inc. completed the “Assessment of LGU and PDAL’s Capacities and Needs in Peace Building and Conflict Transformation (August 6 to October 15, 2009) in CAAM;
(59)   In furtherance of “ABPSD-Community Vegetable Development Program” implementation, with the supervision of ABPSD Main Leadership, the ABPSD Iranun District has conducted series of training with technical support from DAF-ARMM and material support for growers in Municipality of Barira (2008 to Present);

(60)   Provision of material supports and capability building activities for the formation of Madaris (14 Madaris) initiated by member organizations in Maguindanao, Cotabato City and North Cotabato, particularly the DYMAM from 2006 to present ;

(61)   Conducted the Electoral Education on Automation of Election for the 2010 Synchronized National and Local Elections in the Province of Maguindanao, particularly the 2nd District, including election monitoring;


(63)   Lead convener for the formation and organization of the Bangsamoro Institute for Democracy in Mindanao (BID Mindanao) and campaigned for governance reform and transformation in the Autonomous Region in Muslim Mindanao;

(64)   Advocated ARMM Reform and Transformation as lead organization of BID Mindanao, initiated and conducted activities for deferment of 2011 ARMM Elections, its synchronization to 2013 National Elections and Authority of President to appoint caretakers / Officer \in-Charge of ARMM up to 2013;

(65)    Among the main conveners on formation of Peoples Coalition for ARMM Reform and Transformation (Peoples CART), the main network organization on advocating deferment of ARMM 2011 Elections, Synchronization to 2013 National Elections;

(66)   Presently undertaking preliminary activities, such as community forum, community trainings as prerequisite in the implementation of ABPSD Itikan Sa Barangay in cooperation with Livestock Division of DAF-ARMM and initially have beneficiaries from the six barangays in conflict-affected areas;

(70)   Employed students in partnership with the Department of Labor and Employment (DOLE) Regional Field Office 12, particularly DOLE-Cotabato City on their SPES Program during summer from 2006 to Present (2012), providing 60% of salaries for the whole duration of their works in the office;

(71)   Validation of identified and listed beneficiaries of the Pantawid Pamilyang Pilipino Program (4P’s) or Conditional Cash Transfer (CCT) Program of the government with the member organizations and networks of the Maguindanao Network of Organizations (MAGNETO) in 2011 and as lead organization of People’s CART is engaging for 2012 validation of beneficiaries

(72)   Presently working with the Project Monitoring Office of the Transition Investment Support Plan (Stimulus Fund) of the national government for ARMM for monitoring the implementation of projects of 11 government agencies with member organizations and networks of People’s Coalition for ARMM Reform and Transformation;

ABPSD EXEC ATTENDED KFI BOARD MEETING

The ABPSD CEO, Dr. Pendatun Alon Pangadil, being a member of the Board of Trustees of the Kadtuntaya Foundation, Incorporated (KFI) held May 10, 2009 at the Conference Room of the KFI Community Training and Resource Center in Cotabato City. There are six (6) members of the board who attended with the Executive Director Guiamil M. Alim as ex-officio member, who had just returned from medication in Manila and the Secretariat. The meeting was called, supposed to be conducted last January 2009, however it was canceled due to unavoidable circumstances that traversed the KFI environment, then proceed this time with several things to be decided.

Furtherance of the KFI programs was discussed and duly digested, where the project management office seek the approval of the board, hence the members of the board had no objections to the proposed activities of the foundation. Similarly, they also discussed continuity of the previous programs and projects, funded from different sources , the international funding institutions. The meeting was smoothly conducted.

ABPSD - PAD Meeting for furtherance of CIIF Partnership

The ABPSD - Partnership on Agriculture for Development is conducting a special meeting today, May 8, 2009 at the ABPSD Conference / Session Hall purposely to discuss the possible mechanism addressing the organization partnership with the Coconut Industry Investment Fund (CIIF) of the Department of Agriculture (DA). The CIIF provided already the pledged inputs for the establishment of a Coconut Nursery at Sultan Sa Barongis, Maguindanao. ABPSD in placed the nursery and expanded to other municipalities, such as Datu Odin Sinsuat, Pandag, Sultan Kudarat, Sultan Mastura and Barira, all in Maguindanao Province, including 1 in Municipality of Pikit, Province of Cotabato.

Initially, the orgnization had already launched the planting activities for few sites, and furtherance of the activities, the ABPSD-PAD is having a meeting discussing among others the following: (a) Areas to be planted per municipality, (b) CB for the coconut growers, (c) Possibilities of intercropping activities, and (d) Adoption of mechanism for planting and management of the engagement by coming days, months and even years.

ABPSD FINALIZES A CONCEPT PAPER ON LIGUASAN MARSH INTERVENTION

The ABPSD-Partnership on Environmental Governance for Development had conducted series of small group meetings purposely to conceptualize possible intervention on the environmental management of the eco-systems in the Liguasan Marsh. Forester Sanggacala A. Abdula, the In-charge of the above-named technical office of the Alliance of Bangsamoro for Peace and Sustainable Development, Inc. went to the office of Dr. Pendatun A. Pangadil, the executive director of the organization last April 29, 2009 and discussed with him the possibilities of adopting interventions for the Liguasan (Ligawasan) Marsh. Indept discussion was transpired, where the profiling of the target communities is included as component of the activities to be undertaken.

The Liguasan Marsh is a body of water located in Central Mindanao, covering part of Region XII and ARMM. It played significant roles in the cultural development in the locality, where summing-up the processes of acculturation in the past centuries, resulted in the formation of the "Sultanate of Rajah Buayan Darussalam" and even the Sultanate of Maguindanao Darussalam". Therefore, it is important that the present generation must have to do something for the preservation and reconstruction of the eco-systems within the Liguasan Marsh.

Finally, after series of discussion the group agreed for the finalization of the concept paper on the "Reconstruction of Mt. Kabalukan, a component part of Liguasan Marsh for the conservation of biodiversity in the localities , renewal of the lost socio-cultural practices among the stakeholders including initiative for eco-tourism development". From these, the Project Management Office of the Alliance of Bangsamoro for Peace and Sustaianable Development, Inc. is seeking for supports.

ABPSD at Liguasan Marsh

The Alliance of Bangsamoro for Peace and Sustainable Development, Incorporated - Partnership on Trade and Industry for Development (ABPSD-PTID) with the ABPSD Northern Ligawasan District had jointly engaged with the local residents of Ligawasan in the Municipalities of SSB and Pagalungan, Maguindanao and Pikit in Cotabato Province. Other than the usual livelihood means of the stakeholders, they are collecting shells from the marsh as their secondary means of living. In order to extend help for the residents of the Ligawasan March the organization find ways to support them.

As part of development initiative, the ABPSD-PTID worked for the market door of such items / products and fortunately one of the contacts from Cebu City responded to the initiative. From that, the ABPSD-PTID started the activity for the collectors of shells, established and adopted initial mechanism for the entrepreneurship activities. The organization in-charge saw the significance of the program as it open the windows for partnership with other market. Then, it will be followed by a return transaction or bringing some items from Cebu City to Cotabato City and nearby provinces. Both the Ligawasan Marsh stakeholders and ABPSD-PTID are optimistic for further development of the engagement.

CCARE STRATEGIC PLANNING CONFERENCE

As furtherance of the Citizens Coalition for ARMM Electoral Reform (CCARE) existence, its officers and members of the Board of Trustees will be having a strategic planning conference in Zamboanga City, this coming May 1-4, 2009. Each province from the Autonomous Region in Muslim Mindanao will be represented in the activity. Significant issues will be discussed, where as an inputs to the activity, the member networks are conducting assessment survey to obtain necessary information and significant data to be presented in the conference.

The conference is generally aiming at the adoption of relevant programs for 5 to 10 years period, whereby starting to determine the development that transpired during the time when there was no CCARE yet and the presence of CCARE.

It is clearly observed that the present program of CCARE are the following: (a) Education and Information Campaign, (b) Capability Building, (c) Monitoring and Networking. All are focused on Election Reform in the Autonomous Region in Muslim Mindanao.


Further, the activity is expecting to adopt plan of activities even beyond the elections 2010. (ABPSD'ers)
